Performance Benchmarking
Area Homes, along with hundreds of other housing organisations from across England, annually submit performance, financial and housing information to a national agency for benchmarking purposes. Such housing organisations are then encouraged to use this data to compare themselves with their counterparts. The information is also made available to the public so tenants, prospective tenants and others can view it. Performance is measured by ranking organisations into ‘quartiles’ for individual or a group of indicators. The extract below relates specifically to housing repair performance. The belief is that ranking housing organisations based on performance metrics like this is a way of driving improvement. At Area Homes, Liz has noticed that attention is given in senior management team meetings to performance data which feeds into these national ranking tables and that the Chief Executive has a keen eye on what they describe as the reputation of the organisation – how it is viewed as a result of its league table standing. Shortly before Liz arrived in post, the Board of Area Homes had approved a new five-year strategic plan which sets out a clear ambition to be a ‘top quartile’ housing provider.
Over a three-year period, the table shows actual performance, in percentage terms, by Area Homes, as they reported it. It also shows the upper quartile, median and lower quartile performance for all social housing providers in the sample. Finally, it shows the position of Area Homes when ranked against all others in the sample.
