Tankha identified four types of planning approaches based on their time orientation:
Inactive planning – little or no planning by law enforcement; status-quo is maintained; change resistant agencies
Reactive planning – law enforcement reacts (usually swiftly) to problems that have recently occurred; for example issuing body-worn cameras after societal pressure or changing policy to comply with new laws or guidelines
Preactive planning – law enforcements attempts to predict changes and then make efforts to acquire skills they will need for the future they envision
Proactive planning – similar to preactive planning; there is interaction between government agencies and think tanks; however in proactive planning agencies attempt to change the futures they envision/are predicting, rather than attempt to acquire skill sets for it

There is no right or wrong answer. I do not expect you to know much about EBP or POP as this is the first assignment of the semester. I will ask you this again at the end of the course to see if your answer changes.
