Sentinel City

Sentinel City is a simulated city that gives its audience a virtual tour of its four distinct neighborhoods. The four neighborhoods are Industrial Heights, Casper Park, Acer Tech, and Nightingale Square. The total population of Sentinel City is 663,862. The lowest populated district is Industrial Heights of 38,855. The highest populated district is Casper Park at 352,643. Nightingale Square is 103,974 and the population for Acer Tech is 168,390. 7.4% of residents of Sentinel City are less than 5 years of age, 21.7% are less than 18, and 10.5% are greater than 65. Race percentage breakdown of Sentinel City is dominated by 80.6% of White residents, 31.5% are Hispanic or Latino, 10.4% are Black or African American, 2.0% are American Indian and Alaska Native, 0.2% are Pacific Islander, and 3.1% are two or more races.

The Median Household income of Sentinel City is $49,091. The percentage of residents living below poverty level is 18.9%. The median household income of Nightingale Square is $269,550. The median household income of Acer Tech is $166,300, additionally the median household income of Casper Park is $80,134 and the median household income of Industrial Heights is $24,672. The percentage of non-insured residents of Nightingale Square is 0.7%, and the percentage of non-insured residents of Acer Tech Center is 1.5%. Casper Park non-insured residents is 22.7% and Industrial Heights has the highest percentage of non-insured residents at 37.5% (Healthcare Learning Innovations, 2019).

Neighborhood Safety Assessment

A neighborhood safety assessment has been formed by gathering observational data regarding safety hazards, drug use, EMS response times, types of crimes occurring in the area, and gang related violence. To begin with, Casper Park had stray animals on the streets such as stray dogs and cats. Trash on the street was also evident in Casper Park. Notable safety hazards in Industrial Heights were abandoned cars, abandoned houses, trash and broken water lines. There is a burnt abandoned car and garbage can that is pushed onto much of the sidewalk close to Interfaith Church. The buildings in Industrial Heights were a safety risk since they had broken windows. The main street by Interfaith Church led directly into a building with multiple cars parked on the street. There are boxes of trash, a rat and an old payphone next to a Check Cashing Store in Industrial Heights. Furthermore, Nightingale Square also had trash on the street close to Joe’s Grocery Store. Finally, there were no bicycle lanes in any community.

Data collected from the Sentinel City Healthcare System Pharmacy shows that the top four forms of drugs used last year were alcohol at 36%, Tobacco at 24%, prescription drug abuse at 18%, and marijuana at 12%. The top four prescription drugs used last year were Metformin at 15%, Amoxicillin at 15%, Hydrocodone at 11%, and Simvastatin also at 11% (Sentinel City, 2019).

Data collected from City Hall: Fire Department and Emergency Medical Services reveals that the fire response team averages about 6.33 minutes whereas the EMS takes about 7.46 minutes. Also, advance life support averages 7.54 minutes and the time to shock averages at 6.37. In comparison to three other cities, Sentinel City fire response team ranks at number three. In comparison to three other cities, the EMS is number two. Advanced life support is number three and time to shock ranks number three.

According to records obtained from Sentinel City Hall Police Department, the most common types of arrests reported last year were for Warrants, Battery and Public Intoxication. 23% of commonly reported arrests were for Warrants, 17% of arrests were for Battery and 16% were arrests made for the use of controlled substances. Furthermore, Aggravated Assault was the highest reported type of violent crime committed last year. Aggravated Assault accounts for 1,231 reported acts of violence. The second highest reported act of violent crime is Robbery with 559 reported cases last year. There were reportedly 312 cases of rape committed last year, and homicide was the least reported type of violent act committed at 312.

Records obtained from Sentinel City Hall Police Department indicates that gang related violence is evident in Sentinel City. Over the past four years Aggravated Assault has been the highest reported type of gang activity with lowest reported cases at 95 and the highest number of reported cases at 120. Aggravated assault accounts for 100 types of gang related crime committed last year. Additionally, there were 40 acts of robbery reported last year making it the second highest type of gang related activity. Last year there were 38 reported cases of Simple Assault and 20 reported cases of Homicide.

Scavenger Hunt

Sentinel City offers a few different types of community resources. To begin with, the Sentinel City Department of Parks and Recreation offers swimming lessons, nutrition courses, gardening courses, kids summer programs, city sports leagues, adult fitness courses and after school programs. Importantly, 15% of Sentinel City’s Parks and Recreations budget last year was attributed to programs while the majority of the budget was for park maintenance at 50%. With the most common park complaint attributed to Homelessness.

Moreover, the healthcare system for elderly has several different types of services. In the last 12 months 8.3% of the elderly population utilized Medical Care Advocates services. Also, in the last 12 months, 7.6% of elderly used Government Entitlement Assistance, whereas 6.8% of Sentinel Cities elderly population utilized transportation services. In addition, there are services such as meals on wheels, service animals, elder abuse prevention advocates and community centers. There are also different options for senior living. Sentinel City offers 3,472 senior living centers, 2,874 nursing home units, 1,048 independent senior living units and 248 of assisted living units utilized by elderly residents. There are also skilled nursing care beds, long term care beds and swing beds.

Sentinel City offers a variety of social services. Adult and child services currently has 425 programs for adoption assistance, 105 head start and early head start programs, 95 youth independent living services, as well as programs for child-care and stay at home. There are 104,240 residents receiving Medicare in Sentinel City. There are WIC programs and SNAP recipients of which 24,359 received assistance last year.

Services provided by The Better Health Clinic in Industrial Heights include contraceptive services, pregnancy testing and counseling, basic infertility services, preconception health, sexually transmitted diseases and breast and cervical cancer screening to name a few. The top sexually transmitted disease treated at the Better Health Clinic last year for teens ages 15-24 was for Gonorrhea at 58%. Teen pregnancy from ages 15-17 ranged from 199-320 over the last 5 years. The top three diagnosed sexually transmitted diseases at the Better Health Clinic for adults ages 25 and over are Hepatitis B at 92%, HIV at 80% and Syphilis at 70%.

The Soup Kitchen, located in Industrial Heights which is part of Interfaith Church offers food programs such as Commodity supplemental food program, Emergency food program, as well as Food assistance programs. The Soup Kitchen offers food for low income, homeless, veterans, disabled residents as well as the elderly population. Additionally, 64% of clients served by the Soup Kitchen are from the homeless population with a range from 51,426 meals served to 39,505.

Sentinel City Housing Park District located in Casper Park offers units for residents whose average income ranges between $23,000 and $35,800. Studio units and one and two- bedroom units are available for qualified individuals. The majority of the units are occupied with only 2% of studios vacant, 5% of one-bedroom units vacant and 10% of 2 bedrooms vacant. Factory smoke is the most common tenant complaint.

Windshield Survey

The housing in Sentinel City is similar throughout its four communities. Most of the housing appears to be apartment living in older buildings except for The Palace Condos in Nightingale Square which is a newer development. Additionally, most of the apartment buildings are brick and each unit appears to be connected. There are no single unit houses throughout the city. There is an affordable housing development in Casper Park and the units are constructed close together. There are no solar panels or windmills noted in the community. The houses do not have space in front or behind them. In Industrial Heights there is a store front window that is broken and caution tape across it. There were broken windows also noted in Industrial Heights close to Interfaith Church. There is also a broken water line in Industrial Heights. Overall, there is not a sense of neighborhood pride. There is graffiti in Casper Park and litter that is evident in Nightingale Square which is a higher income neighborhood.

Sentinel City is an urban development with very limited open space. The lot sizing of the buildings is relatively small. There are no distinct signs separating each community. There are commercial units throughout the four communities mixed with housing buildings. The school yard at Sentinel City School district is busy with children playing in the yard. Nightingale Square has a basketball court and a tennis court and is busy with members of the community. There were protestors noted in Acer Tech and people walking around outside at each neighborhood. Additionally, in talking to members of the community it has been reported that the Sentinel City Reservoir on the north side of the city is a local hangout for teens and the homeless population.

Most members of the community use the bus to get around. Cars, motorcycles and bicyclists are also prominent in the community. There are a few Dentists’ office noted as well as a Community Center in Acer Tech that is full of people listening to musicians playing instruments. Joe’s Grocery Store or the Bodega are the neighborhood stores for groceries. There is also a produce stand noted in Acer Tech. Stray dogs, cats and rats run throughout the city. There is a historical museum in Acer Tech that has not yet become available to the public.

The Interfaith Community Church is Catholic but the religious beliefs of some of the residents are mixed. Community members identified as Muslim as well as nonpracticing Buddhism. Additionally, the interfaith church’s facility is also utilized as a soup kitchen for the community. There were a few residents of the community in wheelchairs, in an arm sling or using a cane. There is only one hospital in Sentinel City that is located in Acer Tech, but there are nine different primary care clinics in the city.

There is a protest that is taking place outside the City Hall in Acer Tech Center. The Mayor is outside and there is police presence. In Acer Tech there are notable billboards cautioning residents about the dangers of driving and texting as well as smoking. In Casper Park there are billboards for residents who may be fighting addiction, in Industrial Heights there are billboards against E-Cigarettes and billboards targeting pregnancy. Finally in Nightingale Square there are billboards for Recycling.

Analysis of Data

Several conclusions can be made based off the interpretation of data collected. To begin with, there is a significant difference between Nightingale Square and Industrial Heights. For example, 81.3% of Nightingale Squares residents identify themselves as White and the median income is about $269,550 whereas the median income for Industrial Heights is $24,672 and 46.8% of its residents identify as Hispanic or Latino. Furthermore, 37.5% of Industrial Heights is without Health Insurance compared to Nightingale Square which only 0.7% of its residents are without health insurance. Additionally, the immunization rate is higher for individuals who identify themselves as White in comparison to residents who identify themselves as Hispanic.

Nightingale Square is the nicest of the neighborhoods while Industrial Heights is unkept with rats, stay animals, graffiti and garbage occupying the sides of buildings. There are more persons under 5 and 18 in Industrial Heights than in Nightingale Square and there are only 4 pediatric clinics in Sentinel City. In sum, residents who are Caucasian and live in Nightingale Square live in a cleaner environment and have better access to healthcare. In contrast, residents who live in Industrial Heights are exposed to environmental hazards, are at an increased risk for infection and diseases. Additionally, since there are more residents under 18 collectively in Industrial Heights the severity of the risk for infection is two-fold. The pediatric patient population is at risk for developmental delays and issues with exposure to the environment due to the lack of access to healthcare.

Three Problems

Sentinel City reports that 71% of adolescents seen at the Better Health Clinic have been diagnosed with Chlamydia last year. In total there were 3,214 reported new cases of Chlamydia in Sentinel City. According to Healthy People 2020, there is a national goal to reduce Chlamydia in female adolescents aged 15-24 by 10%. (Healthy People 2020, 2017). The Better Health Clinic in Sentinel City offers sexually transmitted disease services but there is a preventative need. The Better Health Clinic is located in Industrial Heights which is a lower-income neighborhood. Lack of resources such as financial could lead to fewer clinics servicing the community and fewer staff to meet the demands of the patient population.

Healthy People 2020 has a goal of promoting health through a healthful environment (Healthy People 2020, 2017). This relates to Sentinel City in that the environment is not conducive to healthy living. Although Nightingale Square is a higher income neighborhood it is not free of litter. Garbage, broken glass windows, abandoned cars, even the sound of the environment is not peaceful. Sirens and protestors pierce the air. Children are seen playing in a school yard close to burnt abandoned cars. Sentinel City needs to do more to create an environment that is peaceful and free of hazards.
