Problem:

A road tanker containing Liquid Chlorine topple over in a highly industrialized section of Columbia, South Carolina. The tanker is 3m in diameter and 6m long, the liquid height was within lm of the top kept liquefied under pressure.
At the time of the accident, the air temperature is 30°C, with the wind from South West at 5 meters per second (measured at a height of 10 meters by the National Weather Service). The sky is completely overcast, and the relative humidity is 80 percent. There is no low-level inversion.

The tanker needs to be removed from the tracks and the cargo off-loaded. The tanker has already been subjected to significant stress during the wreck and it is conceivable that it could fail during this effort. Possible failure scenarios include (but not limited to): A leak leading to toxic vapor dispersion resulting in Injuries and Fatalities of Public.

To plan a safe response and ensure public safety, the potential severity of these threats must be evaluated. You’ll use both Source – Dispersion Models (Empirical and PG models) and ALOHA to predict the threat zones for the potential scenario.

  • If a 3-cm (internal diameter) hole (by the impact) at the bottom of the tanker created by dent, how much liquid (in m3) is spilled if an emergency response procedure requires 30 min to stop the flow?
  • What is the final liquid level (in m)?
  • What is the maximum spill rate of liquid (in kg/s)?
  • Use the dispersion model to estimate the downwind distance, in meters, to the ERPG-1 and 2 concentration.
  • You can refer to external sources for additional physical and chemical properties and state them clearly.
