1. Should sovereignty be unconditional? If yes, that means under no circumstances can one state
intervene in another. If you believe the answer is yes, explain why. If you believe the answer is
no, explain what conditions would allow intervention, and why.
2. What is the significance of the Responsibility to Protect (R2P) doctrine? Why does it limit
intervention to political crimes? In other words, humanitarian crises resulting from natural
disasters do not qualify for intervention. But wouldn’t it be easier to get states to intervene to
help people harmed by a natural disaster than a crisis caused by human beings?
