How Do Women Rights in Saudi Arabia Transfer to Economic Development?

Abstract

The main purpose of this research was to analyze the impact of increased women’s rights in Saudi Arabia on economic development. The study aimed to develop an understanding of women’s empowerment and its contribution to economic development. The method used to analyze the data was the empirical assessment method. This approach was used to observe women exposed to democratic and non-democratic environments to determine how these settings impacted their ability to participate in labor markets. Analysis of the findings showed that women exposed to a democratic environment were more productive than those exposed to a non-democratic environment. This is because giving women more freedom and rights enhances their ability to pursue their dreams and realize their full potential. This, in turn, contributes to the growth of the economy. The study also showed that firms that hire more women and accord them equal rights with men perform better in terms of customer satisfaction and financial performance than those that do not. This is because women bring new skills and abilities to the workplace that allow an organization to be more productive. Based on these findings, this research suggests that the Saudi government should undertake more reforms aimed at empowering women as this can play a major role in helping the Saudi economy to become more resilient.

Introduction

Background of the Study

Economic development is a concept that delineates concerted actions taken for the purpose of promoting the economic health and the standard of living of a country. According to Michael Porter, a renowned economist and one of the world’s most influential thinkers on competitiveness and management, economic development is a long-term process of creating interdependent microeconomic incentives and capabilities to support the economic progress of a nation (Porter, 2010). Investing in women’s economic empowerment and enhancing their ability to participate equally in economic growth are critical steps to boosting a country’s productivity and increasing its economic diversification and other positive development outcomes.

Over the past decades, the role of women in Saudi’s economic development suffered from numerous constraints such as lack of education and limited access to employment opportunities as a result of cultural and religious barriers (ALkhteeb & Sultan, 2014). These deterrents led to systemic discrimination of women that has set Saudi Arabia apart from the rest of the world for decades (Alotaibi & Potoglou, 2018). In recent years, however, the country has realized that women have a critical role to play in the economic development of the country, and their empowerment is vital to the nation’s human capital development. Over the past three years, Saudi has witnessed the sensational transformation of female empowerment and increased participation of women in society and the workforce (Al-Kwifi et al., 2020). Women in the country can now operate their own businesses without the need for male guardian approval, which was previously a prerequisite under the guardianship system. The eased aspects of the system have also granted women independent access to education, jobs, and government services without the need for prior consent.

Problem Statement

The problem statement was to analyze how more women’s rights in Saudi Arabia transfer to economic development. Saudi Arabia is a predominantly Sunni Muslim country that incorporates elements of sharia in its legal systems, particularly in family law. Even though this law encourages women to work, it has been integrated with restrictive cultural practices that inhibit the ability of women to participate equally in economic development (Alfarran et al., 2018). Under these cultural practices, women were subjected to systematic discrimination, forced into marriage, exposed to domestic abuse, and their basic human rights eroded for many years. They were also not allowed to earn and manage their own finances that would enable them to be financially independent (Alsubaie & Jones, 2017). In recent years, however, numerous reforms have been enacted that have led to significant development of women’s rights in the Kingdom. These reforms that began to take effect in the 2000s has seen women take up elective positions for the first time in the country’s history. In 2015, women were allowed to vote and vie as candidates for the first time, and in 2018 driving ban for Saudi women was lifted. Following these latest reforms to advance women’s rights, this research aimed to establish the contribution of increased rights for Saudi women towards the country’s economic development.

However, prior to the push for a market-based economy, female empowerment did not occur for various reasons. Key among these reasons was the guardianship system that was based on the Hanbali School of Sunni Islam. For decades, this system has been used to justify restricting women’s ability to travel, acquire higher education, marry, or access health care without the permission of a male guardian (Alotaibi et al., 2021). Under this institutionalized system of guardianship, every adult woman was required to have a male guardian who controlled her daily life. Normally, it was a husband, a father, a brother, or a son who made critical decisions regarding a woman´s life.

All Saudi women, regardless of economic or social status, were subjected to this system. Women were required to seek male guardian approval in matters such as marriage, travel, education, and work (Eum, 2013). This system was grounded in a very restrictive interpretation of an ambiguous Quranic verse, which states that men are the maintainers and protectors of women because God has given them more strength (Topal, 2019). The findings of the study showed that women exposed to a democratic environment were more productive than women exposed to a non-democratic environment. This is because giving women more freedom and rights enhances their ability to pursue their dreams and realize their full potential. The results also revealed that huge economic gains are derived from giving women equal rights with men and eliminating the barriers that impede their participation in the labor force. This is because women bring new skills and abilities to the workplace, including different perspectives on risk and collaboration that allow an organization to be more productive. The study also showed that expanding women’s ability to travel outside their homes, start businesses, and own property makes them more productive. This also allows them to achieve their full potential by utilizing their skills and abilities to earn independent incomes. In addition, the study showed that when women are allowed to earn and manage their own finances, they become engaged customers and even suppliers for local businesses, thus helping to grow the local economy.

The findings also showed that businesses that hire more women and accord them equal rights with men perform better in terms of production, sales, customer satisfaction, and financial performance than those which largely rely on male workers or hire women but deny them equal rights. This is because higher equality between male and female workers under the same organization results in a more efficient and harmonious surrounding that encourage all employees to work to their level best, thus promoting the firm’s growth greatly. Also, in a harmonious work environment, both men and women possess diverse skills and experiences that complement each other in the workplace, thus creating an additional benefit for the organization.

Further, this research revealed that a more equalized distributed workforce between male and female workers contributes to greater and better solutions to organizational problems. This is because female workers are more likely than male workers to educate themselves about the challenges facing the organization and come up with appropriate solutions. Also, women were found to be more likely to speak out against discrimination, as well as mentor other workers, thus enhancing workplace productivity. Further, the study observed that firms that build a culture which fully leverages the merits of diversity – one in which female employees, and all workers in general, feel comfortable bringing their special experiences, skills, and ideas to the table derive more economic gains from their workforce. This is because when both male and female workers are valued and their inputs are respected, they are more likely to be happy in their jobs, which helps to improve a company’s productivity and profitability.

This research also observed various ways through which women’s economic empowerment enhances women’s rights and gender equality, which in turn, contributes to economic growth. Women in a democratic setting were found to have a higher ability to participate equally in labor markets through access to decent jobs, access to critical productive resources and business networks, increased voice, and significant control over their time, bodies, and lives. Also, the study showed that the majority of these women were able to participate in key economic decision-making at all levels from the household to the workplace. On the contrary, the findings showed that women exposed to an environment defined by non-democratic traits were less productive, with no income, career, or plan for the future. The majority of those observed were burdened with household obligations, including child and eldercare responsibilities. The study also found that women exposed to this kind of environment were likely to experience gender-related issues, including sexual harassment and gender-based violence. Also, a large proportion of these women had limited access to resources, including land, capital, credit, technology, technological skills, and business and social networks. This restricted their economic opportunities by limiting their access to employment, information, and networks. The findings also showed that women in this environment were likely to be exposed to occupational segregation that often degrades women to jobs that are considered less valuable and thus pay lower wages. These findings help to illustrate how social and cultural norms inhibit women’s labor market participation and economic empowerment, which in turn, restricts their ability to contribute to the country’s economic development.
