This is a unique opportunity for a qualified individual to work for The Public Health Services department, in the County’s Health and Human Services Agency, a local health department nationally accredited by the Public Health Accreditation Board. The Los Angeles County Department of Public Health provides public health services to the largest county in the United States, home to over 10 million residents and a travel destination for millions each year. The Public Health Director reports to the Public Health Officer and is responsible for directing the activities of the Public Health Investigators (PHI). The Public Health Director will direct the training of all personnel who perform field research and activities for the purpose of identifying, controlling, and preventing disease in the community. Under the administrative direction of the Public Health Director, PHIs will develop and implement policies and procedures relating to the control and prevention of disease and other health threats. The Public Health Director works in conjunction with local public health centers; community hospitals, centers, and healthcare providers; as well as the epidemiology and infectious disease programs in the Public Health Laboratory, Department of Public Health Services, and the Department of Environmental Health and Quality. By analyzing epidemiological, clinical, and environmental data, the Public Health Director participates in the core activities of surveillance, assessment, and assurance. The position plays a pivotal leadership role in the planning, development, and implementation of strategies, policies, and practices to advance initiatives for healthy, safe, and thriving communities throughout Los Angeles County. The Public Health Director actively participates in advancing the health strategy agenda, Building Better Health, by working with Health & Human Services Agency programs and services, other County departments, community partners, and providers to decrease chronic disease and preventable deaths. Key initiatives include: Promoting healthy behaviors such as engaging in physical activity, eating healthy foods and preventing tobacco useAdvocating for access to health care coverage and regular sources of careEnsure public health measures are in place to ensure safe drinking water, the promotion of childhood vaccinations, and resources for sexual health educationCreating training opportunities to improve the reach and scope of public health nurses, epidemiologists, and environmental health specialists Collective efforts are focused on improving service delivery systems, pursuing policy, environmental changes, and promoting healthy choices by all county residents to improve the population’s health. As the Director for Public Health Investigators, specific responsibilities include: Management and oversight of public health investigator staff to optimize operating environment: identify and observe the severity of illnesses developed by chronic and acute conditions; promote diagnosis and treatment as required by applicable public health laws; provide counsel to individuals with communicable or non-communicable disease regarding the nature of the disease, management and prevention measures; and educate individuals on risk reduction techniques and behavioursDelivery of program outcomes through the application of public health laws and regulations for identifying the appropriate actions in an outbreak; provide detailed information regarding process, target group to be contacted, type of questions and questions to be asked, time frame and resources for the information, and equipment to record the public health data Creatively drive decision making through the identification of collaborative efforts with the public health and governing bodies, eligible professionals, politicians, and community resources (schools, churches and synagogues, businesses, households) to seek assistance for addressing outbreaks in communities and representing the data of the public healthProviding clear communication and training for collection of data needed and parameters to identify the prognosis of disease under investigation and form conclusionsProviding Public Health Officer with a summary of findings from Public Health Investigators to drive public health strategy and excellence through systems-based decision making List of skills required: Public health leadership: visionary, problem-solving, team building, strategic thinkingDeploy core methodologies, tools, and frameworks to operationalize public health strategies Ensure the right team capabilities, working styles, and resiliency to promote mission and project goalsEffective communication skills for leading, sharing, and gathering information in a clear and concise mannerCritical thinking for evaluating data and identifying the implication of the observations Interpersonal skills for interacting with public health officials, investigators, community partners, and populations (relationship building and collaboration)Inquisitiveness for ability to question the causes and outcomes while maintaining organizational acumenAbility to deliver program objectives under pressure with support Qualifications: Bachelor degree in life sciences, environmental sciences, or business management is required.
