Public Health Leadership. SPRING 2021. Candidate evaluation form: Hiring a Leader! Please see the Hiring a Leader! assignment description for guidance on every stage of the assignment. This document provides a form for evaluating your candidate. The form evaluates both the candidate’s cover letter and his/her responses in the case-based interview that you conduct over video. Fill out and submit this form by April 11, 2021. Candidate’s name: Mary Ford Interviewee’s name: Michelle Lamb Organization and position: LA County Department of Public Health, Director, Public Health Investigators. Cover letter: the candidate’s cover letter describes the candidate’s experience, makes a case that he/she will be a great leader, shows that the candidate did some background research about the organization, demonstrates knowledge of key leadership principles, is written in proper English and is not more than 600 words long.0 The cover letter does not follow any of the requirements1 The cover letter follows some of the requirements2 The cover letter follows all the requirementsXComments about cover letter (say what the strong parts of the cover letter were and what could be improved):The cover letter could be greatly improved if Janet mentioned specific interests and responsibilities of the job position and how her skills and education support her ability to fulfill this role as Director of Public Health Investigators and advancing the LA County health strategy agenda, Building Better Health. Additional elements which are not addressed or detailed on her resume, such as: leadership skills, experiences from her past, and passion to help which is inclusive of all residents within Los Angeles, would make her a more competitive candidate.Things that the candidate needs to improve to be a more effective leader:Things that the organization can benefit from if the candidate is hired as a leader:Comment about the case on empowerment (discuss how the candidate was able to demonstrate specific ways to empower others to advance the mission of the organization).Janet discussed the importance of recognizing that the case example presented a public health crisis. Even though she was not familiar with the San Marino area, she thought it was important to address the problem in all affected neighborhoods, especially those with significant health disparities. Ensuring that her team is aware of the public health issue, understand the data, participate in an open discussion about the issue, and delegate responsibilities are the actions she would take to empower her team to successful accomplish the task.Janet could also speak about specific qualities that make her a people leader, impart trust, acknowledge the strengths and contributions of her team members, consider their opinions in decision making processes, allow for open dialogue to allow feedback, and creating a work environment that promotes the success of her public health investigators. A combination of these skills will help advance the mission of the organization. Her ability to effectively communicate is a critical skill required of this position.Janet was thorough and thoughtful in her approach to addressing the case problem. Her willingness to ensure that her team understood the problem and the data first before delegating tasks is also a quality desired of a Director.Comment about the case on collaboration (discuss how the candidate was able to demonstrate specific ways to collaborate with others and build partnerships).Engagement with schools to collect data through surveys for attitudes about smoking and vapor use Work with schools, community centers (The Y), organizations (Big Brother), sports groups Work with community and organization leaders who hold more knowledge about how to reach the kids; ask their opinions about education that the kids will be receptive to; seek their help in developing programsJanet could use social media, industry (Internet, TV, Movie, Music) influencers, and national and local anti-tobacco campaigns and organizations to collaborate with and bring established educational programs to schools, community centers, and team sports when she sees believes her teams would have the greatest impact. It would also be beneficial for Janet to review programs that LA County previous used and access their success and failures, reach out to other Public Health Directors in neighboring counties for advice and engage community health centers and medical professionals which treat the adolescent population that is covered by her office.Janet is very willing to work with others, seek advice and opinions from community assets, and include their help to address and solve the problem of vapor and cigarette smoking in the teen population of Los Angeles County. Her eagerness to build partnerships with community assets promotes positive relationships among the LA County Department of Public Health as a government institution and community (private and publicly funded) resources.Comment about the case on decision making (discuss how the candidate was able to demonstrate specific ways to guide decision making in the organization). In Case #4, Janet talked about collaboration, brainstorming, and enabling team members to recognize education as a strength and see the benefits of different perspectives/contributions as a means to implement a program for “diverse” participants with differing needs and likes for diet and exercise. The only recommendation I would make in this area is take a break and collect thoughts before delving into the answer. Janet’s approach to problem-solving is beneficial as a leader, but it took a while to come to understand how she would arrive at a decision which required different contributions and streams of knowledge from all her team members.Sometimes a team’s collective input will not provide an answer for a critical decision. I would recommend using an example or stating that she would weight both options and make a decision based upon the contribution which would best support the population being served by the Dept. of Public Health.Janet is very open to hearing everyone’s contributions and suggestions. She is not close-minded and appreciates the expertise of her team members.Comment about the case on addressing a challenge (discuss how the candidate was able to demonstrate a way to address a specific challenge in your organization).Janet discussed the use of job coaching or mentoring and termination to ensure her team members act in a “responsible” manner that values the trust and confidence of the patient population served by the department. She provided a reasonable solution to protect the confidentiality of participants in the sex education curriculum by ensuring everyone present was entitled to contraceptives (case study).Surveys are an important tool for public health investigators, and Janet asserted the need to ensure this methodology for research is preserved.Breach of confidentiality is a matter of serious importance to the Department of Public Health and “all public health workers.” The public relies upon our ability to protect their interests. Depending upon the circumstance and the seriousness of this breach, termination may be the only option.A bit of background research about the Department of Public Health and issues addressing the county’s compliance, acceptance, and challenges of the office and its public health investigators would strengthen Janet’s potential as a leader ready to take on this position. A serious problem from the past involves breach of confidentiality resulting from unprotected surveys, breaches in computer security affecting the release of personal information, and misguided individuals who did not work protect the rights of individuals in many neighborhoods and communities disproportionally affected by disease and illness.Janet easily recognized the breach of confidentiality and the importance of its protection to promote and ensure the success of the county’s public health department and public health investigators. She exhibits a moral compass, recognizes the importance of ethics, and protecting the confidentiality and safety of the patients the LA County Public Health Department serves. She understands the importance of job coaching and mentoring to improve the performance of her team members. She was considerate of the fact that everyone participating in the sexual health education program should receive contraception and not solely those that returned the survey.
