PROMPT QUESTION FOR PAPER II
The paper is due by 9:40 AM on Thursday, December 9, 2021 on Canvas (Assignments).
You are the director of a non-governmental organization that seeks to provide citizens of your country and members of the international community with an accurate sense of the overall state of your country’s population and the quality of your citizens’ lives.
You know that twenty-four months from today, your country’s minister of economics will have a big press conference. At that press conference, she will release the country’s latest gross domestic product figures. Journalists will be able to compare those figures with the country’s previous GDP figures to get a sense of how fast your country’s economy has been growing.
Your NGO wants to hold an alternative press conference on the very next day. At the event, you will roll out some other measure—some measure other than GDP—that you believe will provide your fellow citizens and members of the international community with a better sense of your country’s actual position, the quality of your citizens’ lives, and the extent to which your country is/is not developing.
On which one alternative measure will you concentrate? Why?
Choose one of the alternatives that David Pilling discusses in chapters 10-14 of The Growth Delusion. After briefly discussing the limitations of GDP growth as a measure of development, discuss why it makes sense for citizens and policy-makers to consider your alternative measure.
