The big data technology is changing the society. Before the incident was confined in the universities, however, today big data has a major role across many industries influencing how organizations operate, attract new clients, and streamline their strategy of business or governance. Big data is a large amount of information, which is collected concerning persons using many devices. It is data sets, which aggregated, searched, and analyzed with other sets of data. Big data was first developed in the US in 1965 with the intention to store millions of tax returns and fingerprint sets. The records collected were transferred to the magnetic tapes and stored in the central position. France adopted the big data technology because it becomes hard for the country to track personal health information (Natarajan, 2017). There was instilled cultural fear amongst the lovers of good wine, fine cheese, and cigarettes which the data collected by the companies and government might be applied against them to eradicate their valued French Universal health insurance.
I believe the ministry of health in France wanted to seize the opportunity brought about by big data considered that the rules, direction, and safeguards are followed. The country wants to apply patient data in the research on the issues of public health, to change medical care via enhancing prevention, and to tailor treatments to relevant patients. The electronic health records play a key role, and its time France harness the technology to better address issues that range from health inequalities to spending inefficiencies (Dosi & Galambos, 2013). The Ministry of Health asserts that the country’s leaning on privacy has prohibited the country to lag behind its peers in applying the big data as the US and Canada. The country discovered that it would be easy to apply personal data in monitoring health care quality and health of its citizen. France introduced the electronic health records recently, but it might take some years for it to cover the entire population and establish the information systems important to control the data. The government officials, scientists, and data miners agree that health databases of France might produce critical information on medicines’ consumption, side effects of medicines reported and insight on the social health determinants (Pal, 2016). Besides, it might assist in fighting malpractice in the prescription such as looking at the number of childbearing women still provided with anti-epileptic medicine, Depakine that associated with many cases of serious congenital disabilities.
Political qualities
I believe the big data technology has inherent political qualities as seen in its uses and perception of people and government leaders. The use of big data with its many meanings and the possibility that it can have in establishing a strong political behavior understanding in France, thus big data may be criticized the methods applied to develop the large data sets relying on the personal data. Policy workers, academics, journalists, and lawyers state that organizations and businesses across various sectors such as health in France continue to collect personal information, whether from the online search or the credit check without the consent of individuals (Guller, 2015). Even personal information or data, which is anonymized, may be connected with the certain effort to the same persons. The form of policy and legal responses to data collection practices which infringe on the autonomy of a person. For instance, big data permits for a detailed individual profiles accumulation that enables political campaigners or advertisers to micro-target based on the data collected via purchasing habits or internet browsing (Sterling, 2017). The issue has persisted as from political redlining and astroturfing defined and identified with the contemporary foundation in the digital networks.
Ethical considerations
I have discovered that it is ethical for France to introduce big data technology in their health sector and letter on in other sectors because it brings opportunities to them if they work safely. By modernizing, the healthcare will make it easy in theory for each person in the public or business to consult the accumulated health information (Deng, 2017). Besides, it will permit private and public organizations to use personal and anonymized data in the research covering the interest of the public. The country needs to put in place a national privacy control, which scrutinizes the requests for those who want to access personal health information. It will consider the authorizations it provides to organizations, firms, and scientists to apply health data in the medical research to double hence increasing evidence-based research and practices in health systems (Monino & Sedkaoui, 2016). Big data will encourage research in the sector and reduce inefficiencies and inequalities in healthcare provisions across the country.
Conclusion
My position on the big data technology introduction in France will serve as a boost in the health care since it will improve service delivery and reduce inefficiencies, malpractices, and inequalities. Despite the challenges, the public may raise and suspicion amongst the medical society. The country will gain many opportunities from introducing big data technology. As learned earlier from the theories technology support and reduces the cost of operations in any industry. It is because the country will develop data highways that will link them and must center the health system on the patients using the individual medical records, which is updated from the practice of a doctor to the healthcare center. It would need to overcome the reservations of a physician about acting as the health data collector. I have also discovered that big data technology will not only serve the interest of the public but also may be used by politicians for their political gains during campaigns. If the information is placed in a central position, then the government will have an opportunity to analyze and assess the health of its citizen. Thus, one may conclude that big data technology is of benefit to the modern world. After analyzing, the personal medical data gathered from various demographics and populations enables the researchers to comprehend the connections and patterns in infections and recognize which situations enhance the effectiveness of some treatments. The big data will help France reduce inefficiencies and costs in the systems of healthcare to enhance the quality of care and access while making medicine more precise and personalized. The process, therefore, empowers the public to look after their health.
