Making policy to allow people to get housing easily as housing is part of human right, does everyone deserve to have housing depending on their status?

With the rising cost of housing and living in the bay area and the gentrification of the neighborhood. Many of the latino community are being pushed out of the bay area to more inland areas as they are more affordable. Housing is part of human rights as In 1948, the United States signed the Universal Declaration of Human Rights (UDHR), recognizing adequate housing as a component of the human right to an adequate standard of living. But does this include the latino immigrant that comes into the US illegally? What I want to explore is how the housing system can be inclusive toward the latino immigrant community to find housing even with their questionable status. And also explore more on the question of whether everyone deserves proper housing.
