If you were the manager in this case, facing the pressures from her boss, the commitments of and by her staff, and the views of the community groups they worked with, how would you handle this situation?
How will you reconcile the views of your boss, those of your staff, as well as your own, and those of significant voices in the community?
Consider the professional, ethical, managerial and leadership aspects of the case and consider also the obligations you have under a separation of powers system of governance to both provide advice and administrative capability to the best of your ability. Write an advisory memo of 4 to 6 pages to Gwen Lewis. Be sure to do a complete assessment of the situation. Determine how she and her key staff can best meet their obligations and objectives. Include a one-page executive summary that does not count against your 6-page limit.
Think carefully about desired outcomes, and develop a strategy that helps her and her key staff make progress on their most important obligations and objectives. Ensure that your proposals for actions and strategy are both practical and consistent with your assessment.
Papers should be double spaced in 12-pt Times New Roman font with 1” margins. Although you typically would not heavily cite in memos, you should do so for this exercise using the sources that have been introduced to you throughout the semester. You may include ONE extra page for citations that does not count against your 6-page limit. The citation style is open as long as it is consistent and clear. All papers are due NO LATER THAN December 14 at noon. Late submissions cannot be accepted, as this is the very last day of the academic calendar.
