Overview:
During the past decade, states have moved forward with initiatives to strengthen early childhood
programming and emphasize greater accountability for child outcomes. One of those efforts has been
the development of Early Learning Guidelines (ELG) for children from birth to kindergarten that cover
a range of domains across physical, cognitive, social, and emotional development, are incorporated
into other parts of the childcare system, and align with the standards for other sectors such as Head
Start. (*Some states refer to the ELDGs as the Early Learning Standards.)
