Imagine a hurricane has wiped-out most of the power to traffic signals throughout the county where you live
here in Florida. City officials are requesting (demanding) portable generators to power the traffic signals, and/or
personnel to stand and direct traffic manually. From what you have learned, would a “first-come, first-serve”
system be helpful or not?
