Guidelines Utilizing “ Endnotes

In one to two paragraphs describe/define the “Ferguson Effect”.  Then in light of the reported high violent crime and homicide rates in the USA during the past two years (2020 and 2021) , is the “Ferguson Effect” happening?  Would the action or no action of police as defined in the theory be considered an ethical violation and if so which ones?
