After 1994 South Africa embarked on a land reform programme to address the imbalances created through the apartheid system. Recent views expressed on this programme suggest that it has been a failure and that it is way behind its intended targets. it raises questions as to whether these failures have been due to poor policies or poor implementation.
Guiding Questions :a) What is the current status of the South African land Reform Programme? b) Currently there is a passionate debate about the Government’s intension to introduce land expropriation without compensation, what are the issues in the debate? c) How are some of these issues been addressed in either local or international cases studies? d) What are the possible ways forward for South Africa, given the recent SONA 2019 address and the various proposals made in the three main political party’s manifestos?
