Supreme Court Justice Louis Brandeis referred to federalism as laboratories for democracy. Meaning states could test out different policies on a smaller scale before (if ever) the federal government adopts similar policy at a much larger scale. The federal government takes a step back and semi-allow states to make laws which technically conflict with federal law (remember the Supremacy clause: Federal law will always trump state and local laws). This has happened many times throughout our history.
