Since your topic is focused on juvenile sex offenders being placed on the sex offender registry, you should begin your research with searching various state registries to determine if any other states provide for the inclusion of juveniles on the registry. If you find any other states having juveniles on the registry, you will then provide an analysis of the policy. Once you have reviewed the states, you can then begin a review of various court cases involving juvenile sex offenders, evaluating the sentences, as well as what, if any, appellate court decisions have been on juvenile sex offender punishment, including the USSC.
Basically, you are researching your topic to determine a foundation for the creation and implementation of your policy – the inclusion of juvenile sex offenders on the sex offender registry. The USSC has already ruled on juveniles receiving the death penalty, but I do not know of any cases whereby the Court has ruled on the registry for juveniles.
